Storm windows frost up in the winter due to condensation from excess interior water vapor. When the sun comes up and warms the window, moisture accumulates on the window sill, and needs to be drained out via weep holes. Weep holes are small holes at the bottom of a storm window that allow moisture to escape. Some people do not understand this and caulk over these weep holes, causing the window sills to rot out.

If you have and are keeping the storm windows, repair all screens, replace cracked or broken glass, ensure that the locks work, uncover the weep holes make sure that the windows operate properly.
